Agricultural extension services and its management, operation and regulation

Question: What is agricultural extension? Mention its importance and explain the responsibilities of local governments regarding the management, operation and regulation of agricultural extension services under the Local Government Operation Act.

Meaning of Agricultural Extension

Agricultural extension refers to the process of transferring new knowledge, skills, technologies and information developed through agricultural research to farmers and agricultural entrepreneurs, thereby enhancing their capacity and improving agricultural production and productivity.

Agricultural extension acts as a bridge between farmers and agricultural research, facilitating the exchange and practical application of knowledge and technology. It is based on the principle that instead of merely giving a hungry person a fish, it is better to teach the person how to catch fish. Thus, agricultural extension focuses on building the capacity of farmers so that they can independently adopt improved technologies and practices.

It is an important component of agricultural development because it encourages farmers to adopt and benefit from modern technologies developed through research. It also helps identify the problems faced by farmers and facilitates research-based solutions to address those problems.

The Constitution of Nepal places the management, operation and regulation of agricultural extension services under the exclusive jurisdiction of the local level. Local governments are therefore responsible for ensuring farmers' easy access to agricultural technology and promoting its adoption at the local level.

Importance of Agricultural Extension

The major importance of agricultural extension can be highlighted as follows:

  • Provides farmers with knowledge and skills on modern agricultural technologies and production methods;
  • Enhances the capacity and technical efficiency of farmers, thereby increasing agricultural production and productivity;
  • Helps increase farmers' income by reducing production costs and increasing output;
  • Facilitates the transfer, dissemination and promotion of knowledge and technologies developed through agricultural research;
  • Provides farmers and agricultural entrepreneurs with technical support to address technological and managerial problems encountered during agricultural production;
  • Promotes the commercialization and modernization of agriculture through the adoption and internalization of advanced knowledge and modern technologies;
  • Contributes to the creation of employment and entrepreneurship opportunities in the agricultural sector.

Responsibilities of Local Governments Regarding Agricultural Extension

The Local Government Operation Act clearly assigns the following responsibilities to local governments concerning the management, operation and regulation of agricultural extension services:

  • Formulate and implement local policies, laws, standards and plans relating to agricultural extension, and conduct their monitoring and regulation;
  • Forecast, manage and mobilize agricultural extension personnel and human resources;
  • Enhance farmers' capacity, provide technical services and support, develop skills, and promote their empowerment;
  • Manage and regulate the supply and use of agricultural seeds, breeds, fertilizers, chemicals and agricultural medicines;
  • Coordinate, manage and regulate farmers' groups, agricultural cooperatives and local organizations related to agriculture;
  • Conserve and transfer agricultural technologies at the local level;
  • Disseminate and promote agricultural information;
  • Develop and manage local agricultural resource centres;
  • Promote and disseminate organic farming and organic fertilizers; and
  • Perform other functions related to the management, operation and regulation of agricultural extension services as prescribed by law.

Conclusion

Agriculture can generate the desired outcomes only when farmers are effectively connected with knowledge, skills, technology and entrepreneurship. Agricultural extension provides this essential link by making research-based knowledge, skills and technologies accessible to farmers.

Therefore, effective agricultural extension services and capable agricultural extension personnel at the local level are essential for strengthening agricultural development from the grassroots. Local governments have a crucial role in ensuring that agricultural technologies reach farmers, are properly adopted, and ultimately contribute to higher productivity, commercialization, employment and sustainable agricultural development.
