- Mention the meaning, difference, and interrelationship between nation-building and state-building. Also, shed light on the role of the government in promoting national interest. [5+5=10]

- Mention the parliamentary process in provincial law-making and evaluate the effectiveness of parliamentary committees. [4+6=10]
- Clarify the concepts of inclusion and affirmative action, and briefly discuss the efforts made by Nepal for inclusion. [4+6=10]

- Give an introduction to public funds. Analyze the status of public fund utilization in Nepal. [3+7=10]
- Human resources working in government service hold an important place in the development, prosperity, and service delivery of the country. In Nepal, employees receive various facilities such as salary, additional leave, medical treatment expenses, and insurance. Additionally, opportunities such as foreign study and travel are also available. The state periodically increases service benefits according to affordability. However, public perception towards public service and employees is not positive. There is public criticism that employees consider themselves rulers rather than servants, have a mindset of low motivation towards duty compliance, and remain indifferent to responsibility. Consequently, service delivery and good governance have been adversely affected.In this background, review the current status of public service delivery in Nepal. What could be the reasons for employees lacking motivation toward service delivery? What strategies do you see as necessary to motivate employees toward public service in the coming days? Write.
